Japan is to send its envoy back to South Korea, more than a week after recalling him in an island dispute, but is still considering whether to hold an expected summit, the government said Wednesday.
"We have not decided yet on it," Japanese Foreign Minister Koichiro Gemba told reporters, asked if Prime Minister Yoshihiko Noda was planning to hold talks with South Korean President Lee Myung-Bak on the sidelines of the Asia-Pacific Economic Cooperation forum next month.
Japan's prime minister would usually meet key regional players for face-to-face talks at the APEC meeting to be held in Vladivostok, eastern Russia, next month.
But the August 10 visit by Lee to islets Seoul controls under the name Dokdo, but which Japan claims as Takeshima, sent relations into a tailspin, with hints from senior officials that there would be no face-to-face.
Tokyo has also cancelled a finance ministers' meeting scheduled for this month and said it would review a foreign exchange swap agreement with Seoul.
Gemba said Wednesday Tokyo had decided to send Ambassador Masatoshi Muto back to Seoul.
"(Muto) is in a position to implement policies" for Japan in relation to the long-running territorial dispute, Gemba said.
The announcement came a day after South Korea rejected Japan's formal proposal that the two countries ask the International Court of Justice to settle the dispute.
